In the dataset for Haiti 2017, I believe hv108 (education completed in single years) should be >=13 and <=21 for when hv106==3 (higher level of education attained).

See tab hv108 hv106, and compare to tab hv108 hv107 (highest education completed). Currently, hv108>=12 & hv108<=20.

Following is a response from DHS Chief of Data Processing, Guillermo ROjas:

The construction of variable HV108 considers 6 years to complete primary and 6 years to complete secondary. However, according to the questionnaire it is possible that a person attended higher (superieur) education but haven't (didn't) complete the first year, therefore the 12 years of education in HV108 for those cases.
