I am looking at the child development variables (does child know letters, words, numbers, etc.) and parental behaviors (reads with child, plays with child, etc.) in the 2016-2017 Burundi data file, as well as some other recent surveys. The variables are suggested to relate to individual children, but the answers to each question are the same across children of the same mother, even for those who are reported to have died. For example, three children under the same Case ID will have identical answers to all development and parental behavior questions, including any children that are not currently living. This seems to occur in every survey that has these variables (the most recent Honduras, Togo, etc.)
I would like to know what the sampling unit was for these variables - mother or child? Or perhaps I am misinterpreting the layout of the data files?
