Following is a response from DHS Chief of Data Processing, Guillermo Rojas:

Municipality code in Colombia can be constructed by concatenating "Departamento" and "Municipality". In DHS-7 variables SHDEPTO and SHMUNIP should be used for this purpose, in other rounds there are similar variables to be used. For example, If SHDEPTO = 15 (Boyaca) and SHMUNIP = 1 it will give the code 15001 which corresponds to the capital of that Department (Tunja) . This concatenated code is the code used by the Colombian statistical office (DANE). I know that there is at least one round where this codification schema was not used, but if required we can dig up the code.
