Hello!

I am an undergrad student working a project exploring the effectiveness of International Aid in Haiti.
We are looking at changes in "Quality of life" [defined by our units/measures] in different regions of Haiti from 2000-2012.

These regions are actually Arrondissement.
To provide a specific example - we're looking to see the changes in Anemia levels. Were using household DHS data from both 2000 and 2012. We want to incorporate the household weight's (HV005) HOWEVER these weights are based on a national scale and our unit of evaluation does not match this.

I am wondering if anyone has experienced a similar issue where it becomes necessary to re-weight the weights.
I believe it might be possible to use a multiplier based on different populations in each Arrondissement however, am not entirely sure what the best way to tackle this would be.
