Khushbu, the final report will tell you if it's a panel or not. Generally, DHS data are NOT true panels at the individual/household levels, with very few exceptions (the only one I can think of off the top of my head is Egypt). You can make an argument for a "panel of clusters", though, if you can verify (e.g. via GIS) whether the cluster centroids are the same for both survey years, but that would mean aggregating your analysis to the cluster level and potentially losing information that way.
