Hello, I have problem with identifying district and county in 1995 DHS Uganda data. I need to match the district&county level data (service availability) to 2005 data from another data source (National Panel survey). GPS data is available for 2000 DHS but not 1995.
First, Is it possible to obtain the list of district and county name and codes for 1995 Uganda DHS?
If not, in case I identify district and county codes from 2000 DHS by using GPS data, do surveys in 1995 and 2000 use the same district and county codes?
I highly appreciate the answers.

We do not maintain data below the regions representative in the DHS survey. At times administrative codes below this level are included in the data files but these are survey-specific codes and not the official country codes, we do not have the codebook to assign names to these codes. If you want to conduct an analysis at areas not representative by the survey data, you will have to use the GPS data that we routinely collect as part of our surveys. This data can be linked to country shapefiles to assign names of locations, however, you must be aware the data is displaced for reasons of confidentiality and may cross over lower level administrative area borders. If you have not already done so you will need to request the GPS datasets at http://dhsprogram.com/data/available-datasets.cfm by navigating to the appropriate country link.
The codes may be the same between the 1995 and 2000 surveys but it is highly unlikely.
