Good Morning:

Can anyone confirm if the indicator "Percentage of women who gave birth by age 20" includes :

(1)those who are 20.0 to 20.9 years of age (<21)

OR

(2) At age 20 and below (=<20)

or

(3) below age 20 (<20)
