You might want to see Bruno Schoumaker's paper on this - he wrote the TFR2 code and noticed the same thing - I think, if by "birth displacement" you mean mis-reporting of birth dates.

He also has some suggestions for correcting the problem, but in general there is no perfect way to "correct" misreporting like this, you can just make assumptions that try to smooth over it (at least in my reading).
