Final report of BDHS 1999/2000 has a chapter on "COMMUNITY CHARACTERISTICS" but the "Service Availability Raw" data for Bangladesh: Standard DHS, 1999-00 is missing in the download section. How can I get the "Service Availability Raw" data file for BDHS 1999/2000?

But I have some more queries regarding this issue. I want to link the community characteristics with household data for my research purpose. In BDHS 1993/94, 1996/97, 2004, 2007, 2011, and 2014 the available "Service Availability Raw" datasets can be exactly matched by cluster number and linked with household level data. But, in case of BDHS 1999/2000 the community characteristics found in the "Bangladesh: MCH SPA, 1999 dataset: BDCO4R" do not matched and cannot be linked with household data set. There are more clusters available in SPA data-"BDCO4R" (cluster number variable name: "coclust") than Household level data-"BDHR41" (cluster number variable name: hv001).
So my question is how can I link community characteristics of "Bangladesh: MCH SPA, 1999 dataset: BDCO4R" with household level data of "Bangladesh: Standard DHS, 1999-00 dataset: BDHR41"?

Following is another response from Senior DHS Data Processing Specialist, Keith Purvis:
There are 341 clusters in the BDHR41 data file.
