Do I have to apply weight when preforming simple descriptive statistics and cross tabulation using variables representing population subgroups such as urban/rural, different regions of the country (administrative regions/states)?
How about when using the entire population e.g. to see proportion of the population with access to improved water?

You need to use the weights anytime you want to get representative figures. The weights to use depends on the population target such as HV005 for the household characteristics, V005 for women and MV005 for men. Always divide the weight variable by 1,000,000 before applying it.
