Nigeria 2013 LGA and Locality Key

The Nigeria 2013 Standard DHS also has locality data, which is numbered from 1 to 893. However, there are more localities than this in Nigeria. So, similar to the LGA question above, is there a key for how the DHS locality data has been coded? And can I map the DHS data to specific locality names?
For all of this, I fully appreciate that the survey was not designed to be representative down to these administrative units.

I am using the 1999 Nigeria DHS data, for which GPS data are not available. Is there a way of decoding the local goverment area variable for this survey round?

You are correct, GPS data are not available for the Nigeria 1999 DHS. It is not possible to decode the Local Government Area variable in the recode files because the labels have been suppressed, and the codes are not unique. The Nigeria 1999 data files do include the "shstate" variable, which lists the state classification for each record.
