Please see the following response from DHS Technical Specialist, Rukundo Benedict:

As previously stated, there was a minor error in the coding for this indicator in the Final Report. The corrected code was posted by Dr. Benedict. With this code you can produce the corrected version of Table 2.20. It will not match the original table 2.20 because the original table was based on an erroneous construction of the HFIAS indicator.
