Following is a response from DHS Senior Sampling Specialist, Ruilin Ren:

I do not know what kind of analysis you are doing, but the Nigeria DHS 2013 is not designed for allowing any analysis at Local Government Areas (LGA) level. The reason being that the LGA is a very small unit; in average each LGA has only about two to three clusters selected. We do have a special variable holding the LGA code in the DHS data set, named SHLAREA at household level, and SLAREA at women individual level. Please note that the LGA is a unit within State (SHSTATE), if you produce a freq with state code crossing LGA code, you will see that it is a large number of codes, which is why we could not provide the LGA labels in the data file.

As I mentioned in the beginning of this response, even if we could could provide you with the LGA labels, I do not see the usefulness.
