For Nigeria surveys, you may use the GPS datasets in GIS software to spatially join the LGA names to the displaced GPS clusters. For additional information on the GPS displacement procedure, or how to account for it in your analysis, please refer to the two most recent reports in The DHS Program Spatial Analysis series:
