MEASURE DHS proposed a revised definition of unmet need to make the measurement of unmet need more consistent across countries and across time. In calculating unmet need based on the revised definition, some countries have seen a modest increase in unmet need indicators, while others have seen a decrease, and many have remained essentially unchanged.
