How is the cohort year decided for vaccines?

If the age group accounted for is 12-23 months in a DHS 2016 (data collected between June 2015 and January 2016), would the cohort year be 2014/2013? And why?

We don't generally talk about cohort years when tabulating the vaccination data - we use the age group 12-23. If you had interviews between June 2015 and January 2016 then the oldest child included would have been born in June 2013 and the youngest child included would have been born in January 2015.
