Hi

I need a cluster variable that is larger than governorate (25) and smaller than PSU (1267), the purpose of this that I'm doing instrumental variable approach.
The instrument I used is the cluster average women employment by (psu) , however, when I checked the number of women at each psu, some of them are having small observation (1 or 2) , and this make my mean unreliable.

and If I used gov the number of observation is small, we have 25-26 governates and this would not be sufficient for an instrument.

I want a variable that is bigger than 25 and smaller than 1267.

I am using KR recode file for 2005-2008-2014.


any suggestions?
