How should dataset use be cited in analytical papers?

The citation should be based on the citation used in the final report, but with a number of additions.
1) Place "[Dataset]" after the title of the survey.
2) Follow this with the name of the dataset, e.g. IDIR31.SAV. If there are multiple datasets for a survey, list them if possible. If too many, this can be omitted.
3) Follow the list of institutions involved in the report with "[Producers]".
4) Add "ICF International [Distributor], year" to the end with the year the dataset was made available for distribution (typically the same as the year of publication of the report).

For example, for the Armenia 2010 recode data set, use a citation such as:

National Statistical Service [Armenia], Ministry of Health [Armenia], and ICF International. 2012.
Armenia Demographic and Health Survey 2010 [Dataset]. AMIR60.DTA. Calverton, Maryland: National Statistical Service, Ministry of Health, and ICF International [Producers]. ICF International [Distributor], 2012.

Similar citations should exist for each surveys datasets that are used.

For a generic citation for a large number of datasets, I think something similar to the below can be used:

ICF International. 2004-2012.
Demographic and Health Surveys (various) [Datasets]. Calverton, Maryland: ICF International [Distributor], 2012.

If the recode manual is used, that should be referenced separately, as should other documents that are used.
